You’re eligible for Lifeline services if you live in Tribal lands and participate in any qualifying program, including Tribal programs, or if your income falls below the 135% poverty threshold.
You’re eligible for Tribal Lifeline if you participate in any of the following programs and live on Tribal lands, including any federally recognized Indian tribe’s reservation, Pueblo, or colony, including former reservations in Oklahoma, Alaska Native regions, Hawaiian Home Lands, or Indian Allotments.

Head Start programs promote school readiness of low-income children by supporting the child development. Individuals that participate in Tribal Headstart must also meet income qualifications to qualify for Safeline.
To qualify based on income only, or to meet the income requirement if you participate in Head Start, your current income must be 135% or less than the federal poverty guideline. The poverty guidelines differ by household size and state.
Due to COVID-19, you only need to provide proof that your current income falls below the threshold.
